Curriculum

The curriculum includes 360 hours of basic and specialized modules. It is arranged in an interdisciplinary way and students must attend all courses. Basic modules provide students with a general understanding and an overview of the subject. Specialized modules help to gain a deeper understanding of particularly important policy areas.

Political Science

with a focus on contemporary political issues in Europe, multi-level decision-making in the EU, as well as the institutional and policy developments since the Treaties of Rome;

Law

examining the constitutional principles of the EU, the sources and application of EU law, as well as the legal structure of the internal market and the jurisdiction of the European Court of Justice and other constitutional courts in the EU.

Economics

principles of economic governance in the EU, i. e. economic, monetary, and financial aspects of the EU, and includes analyses of the EU's internal market against the backdrop of economic globalization, and the international trade regime;


The completed Master of European Studies is awarded by the Faculty of Arts of the University of Bonn (60ECTS).

Basic and Specialized Modules

Governance in the EU: Historic Evolution and Political System
The module offers a comprehensive introduction to the evolution and context of European integration, also through a systematic historical overview of the key events and processes of European integration since the early 1950s.

Law of the EU: Institutions and Procedures
This module outlines the legal foundations of European integration. The emergence of the European legal system is outlined, together with the reconnection to national legal cultures, legal dogmas and terms. The module provides the link between legislation and decision-making in the EU.

Political economy of European integration
The module covers the main microeconomic aspects of the European Union. In addition to the analysis of the interplay of the four fundamental freedoms (capital, labour, goods and services), obstacles for economic integration are critically examined from a political economy perspective.

Multi-level Decision-making in the EU – between national and EU interests

Governance and Regulatory Issues of the EU’s External Relations

EU Competition Law and the EU Law of Sector-specific Regulation
The course will introduce the general policies and principles of EU competition law as well as intersections and differentiations of competition law and sectoral regulations. The module specifically deals with offenses and legal consequences of the competition law standards of European primary law (Article 101, 102 and 107 TFEU) and the relevant exemption regulations.

EU Fiscal Federalism
Political science theories on the meaning of and the generation of public goods, are processed in the context of the euro zone and the complex discussions on economic, monetary and fiscal policy in the EU. Also taking into account the importance of financial market regulation.

Agenda Setting, Decision-making and Implementation
This module will introduce students to the foundations of effective negotiations (negotiation management, strategies and tactics) as well as to different state and non-state actors and their options for influencing EU politics and policy-making through negotiation and lobbying.

Sector-specific Regulation in Electronic Communications and Logistics

After all modules have been completed students are given three months to write their Master thesis supported by their chosen supervisors.

Governance and Regulation in the European Union

“Governance and Regulation in the EU” is a reader written by our faculty to provide students of the Master of European Studies with an overview of the ideas and concepts relating to the dynamic interplay between governance and regulation which shape the EU, its impact on citizens’ lives and its role globally.

This book offers interdisciplinary perspectives on the important relationship between governance and regulation, and on the increasingly complex process of European integration. Its authors include distinguished academics and professional experts who form the Faculty of ZEI’s postgraduate program “Master of European Studies – Governance and Regulation”, through which they come together to share their perspectives and knowledge.
